The Minister for Relations with Parliament, Piero Giarda, is working on how to reduce unnecessary expenditure in the Italian Public Administration and even more recently, the Extraordinary Commissioner Enrico Bondi, newly appointed by the Premier.
Amogst these unnecessary expenditures , identified with surgical precision, in the education field, fall within this category, the wages of teacher librarians - teachers who, unable to teach for serious health reasons, have been appointed as school librarians. The Government would like to remove them from their current positions to use them as school clerks, thus condemning to a definite closure all school libraries, according to a law passed last July.
Since the school year 1998/99 an extraordinary investment plan, wanted by the then Minister of Education Mr Berlinguer, for the opening of new school libraries, the implementation of existing ones, together with a project for the training of teacher librarians and carried out in collaboration with the Universities of Padua, Viterbo and Bari, with the intent of qualifying these teachers in Library Science and in management of school libraries. In the following years, more public funding and projects, also supported by AIE (Italian Publishers Association), have allowed schools to equip spaces dedicated to reading and to the free access to information, to endow libraries of books and multimedia products to which, not only students can have access, but, especially in small towns where there are no public libraries, but also the entire community, thanks to the industriousness of teachers who had turned into teacher librarians, that had been capable to re-train professionally, had learned to catalogue, online, too, help in book choice, manage the loan of book different from text books.
All the above, in the light of the intendments expressed in the documents published on the Government's website, is considered reckless and useless the people [teacher librarians] who work to make libraries vital and propelling centres of teaching activities and promoting love for reading. Some months ago intellectuals and society mobilized to come in aid of prestigious institutions such as the "Accademia della Crusca e dei Lincei", avoiding the risk of their closure due to the recent financial law called "manovra finanziaria" that threatens to include them amongst the useless and wasteful bodies.
We ask them today to help us defend school libraries, that carry out an irreplaceable social function within institutions unanimously recognised as strong and widespread cultural outposts. On the contrary, to let this important cultural asset that we have been able to take care of and to enrich so as to make it available for future generations perish would be a waste. So would be turning motivated and keen teacher librarians into sad clerks. It would be a huge cost in terms of loss of cultural memory and education, a cost that our country, which has a book reading index among the lowest in Europe, cannot afford.
To the honorable Ministers Mr. Profumo and Mr. Giada, to the Vice-ministers of the Department of Education, University and Research, to those politicians who will be making decisions on this matter, we address our appeal to avoid such damages.

Alla riduzione delle spese inutili nelle Pubbliche Amministrazioni si stanno dedicando il Ministro per i Rapporti con il Parlamento Piero Giarda e, più di recente, il Commissario straordinario Enrico Bondi, neo-incaricato dal Presidente del Consiglio. Fra quelle individuate con precisione chirurgica nel campo dell’istruzione rientrano le retribuzioni dei docenti, impossibilitati a svolgere attività d’insegnamento per gravi motivi di salute e utilizzati come bibliotecari, che si vorrebbe ora far transitare in Amministrazioni diverse da quella di appartenenza condannando a chiusura definitiva le biblioteche scolastiche, in applicazione di una legge emanata, in verità, nello scorso luglio.
Risale all’anno scolastico 1998/99 uno straordinario piano di investimenti, voluto dall'allora Ministro Berlinguer, per l’allestimento di nuove biblioteche e lo sviluppo di quelle già esistenti, accompagnato da un programma di formazione per gli insegnanti realizzato con la collaborazione delle Università di Padova, Viterbo e Bari, al fine di far loro acquisire competenze in biblioteconomia e nella gestione delle biblioteche scolastiche. Nel corso degli anni ulteriori finanziamenti e progetti, anche sostenuti dall’AIE, hanno consentito alle scuole di attrezzare spazi dedicati alla lettura ed al libero accesso all’informazione, di dotarsi di libri e prodotti multimediali da mettere a disposizione non solo degli studenti ma, specie nei piccoli centri privi di biblioteche comunali, dell’ intera comunità cittadina grazie anche all’operosità di insegnanti capaci di riconvertirsi professionalmente e di catalogare anche in forma automatizzata, suggerire letture, provvedere al prestito di testi diversi dai manuali di studio.
Tutto ciò, alla luce degli intendimenti espressi nei documenti pubblicati sul sito del Governo, sarebbe dunque ritenuto scriteriato ed inutili le persone che si dedicano a rendere le biblioteche centri vitali e propulsori di attività didattiche e di amore per la lettura. Alcuni mesi fa intellettuali e società civile si sono mobilitati in soccorso di istituzioni prestigiose come l’Accademia della Crusca e dei Lincei sventandone il pericolo di chiusura a causa della manovra finanziaria che minacciava di includerle fra gli enti inutili e dispendiosi.
A loro chiediamo oggi di aiutarci a sostenere le biblioteche scolastiche che svolgono una funzione sociale insostituibile all’interno di istituzioni unanimemente riconosciute come presìdi culturali forti e diffusi sul territorio. Uno spreco sarebbe piuttosto lasciare deperire l’importante patrimonio che abbiamo saputo conservare ed arricchire per renderlo disponibile alle prossime generazioni e fare di insegnanti motivati ed appassionati degli spenti impiegati. Un costo enorme in termini di perdita di memoria e cultura che il nostro Paese, con indici di lettura fra i più bassi tra quelli europei, non può permettersi.
Agli Onorevoli Ministri Profumo e Giarda, ai Sottosegretari al Ministero dell’Istruzione, Università e Ricerca, ai decisori politici rivolgiamo l’appello a scongiurare simili danni.
